(1.) HEARD the learned counsel for the petitioner, as well as the learned Additional Government Pleader appearing on behalf of the respondents.

(2.) THE main contention of the learned counsel for the petitioner is that the second respondent had passed the impugned order, dated 03.03.2011,without giving an opportunity of hearing to the petitioner.
