JUDGEMENT

(1.) The issues raised in all the Writ Petitions and the grievance of the writ petitioners are similar. By consent of all the counsels, a common order is passed in all the Writ Petitions.

(2.) In a similar issue, this Court has passed a common order dated 13.01.2020 made in W.P.No. 13616 of 2018 batch and the relevant portion of the said order is as follows:-
