JUDGEMENT

(1.) WRIT Petition is filed praying to issue a WRIT of Mandamus, to direct the second respondent to grant educational loan to the petitioner for pursuing B.E. Degree course in Kingston Engineering College, Vellore-4 affiliated to Anna University within a stipulated time as fixed by this Court.

(2.) THE grievance of the petitioner is that he secured 60% mark in plus two. He joined in Kingston Engineering College at Vellore. He has to pay a sum of Rs.1,49,000/- as tuition fee and other fees for the years 2009-2013. His father is working as helper in Electricity Board and hence his father is unable to provide Educational Expenses. Petitioner, therefore, approached the second respondent bank to avail educational loan for a sum of Rs.51,500/- for the first year or second year. He submitted an application to the Collector along with relevant documents on 5.9.2009. On 10.9.2009, he received a call letter from the Collector stating that his application form has been forwarded to the second respondent bank and hence he was asked to approach the second respondent. On the request made by the second respondent, petitioner's father submitted a requisition dated 3.12.2009 to the second respondent for grant of educational loan to the petitioner. THE second respondent did not take any action till date. Hence, he filed this writ petition for a mandamus.
