(1.) Heard the petitioner in-person and the learned counsel for respondents.

(2.) The petitioner is a retired medical officer of the Gujarat Medical Services, Class-II. He retired from the services on 3 1/07/1987. In the special civil application, the petitioner prayed for following reliefs:
