(1.) In the present writ petition, the present petitioner has prayed for the following reliefs:

(3.) Learned Senior Counsel Mr.Kanubhai M. Patel appearing for the petitioner has submitted that as per the resolution dated 07.01.1971, the criteria or rules applicable to the employees of the Saurashtra University would not be applicable to the said employees. It was also recorded that the promotional chances/avenue of such employees got very much restricted and they were not considered to promotion since long and hence, it was decided that these employees are not required to have the educational qualifications as is required in the case of employees of the University. Thus, he has submitted that the the petitioner cannot be denied promotion on the basis of qualifications whose name figures at serial no.10 in the resolution dated 07.01.1971 passed by the Saurashtra University,.
