JUDGEMENT

(1.) This appeal has been directed against the judgment and order dated 29-3-1979 rendered in Special Civil Application No. 174 of 1978 Appellant herein is the original petitioner.

(2.) A few facts require to be noticed at the outset. In the afore- said petition the reliefs claimed inter alia were as under:
