JUDGEMENT

(1.) This appeal is filed under Clause 15 of the Letters Patent aggrieved by the order dated 7.10.2016 passed by the learned Single Judge in Special Civil Application No.3477 of 1991, by which the learned Single Judge has dismissed the petition.
