JUDGEMENT

(1.) This petition is preferred by the petitioner herein who has served nearly for 22 years with the respondent-authority and has not been promoted to the post of Supervisor. Hence, this petition is preferred in the following factual background :-

(2.) The petitioner is serving as a Clerk with the respondent No. 3 - Committee from 3rd July, 1994. He has completed 22 years of service and he has already been given the higher pay scale since, but he has not been promoted till date.

(3.) It is grievance of the petitioner that the respondent No.3 -Committee had met on 19.12.2014 and an application was already sent to the respondent No.3 by the petitioner. There are three posts of Supervisors. However, the appointment came to be made on 23rd February, 2015.The petitioner since has not been promoted to the said post . He has challenged the action of the respondent -authority on various grounds with the following prayers :-
