(1.) By this writ-application under Article 226 of the Constitution of India, the petitioner, a retired employee of Center for Environmental Planning and Technology (CEPT) at Ahmedabad has prayed for the following reliefs:-

The petitioner, appearing in person, submitted that despite number of representations preferred by him, the CEPT has conveniently ignored those representations and he has been deprived of his legitimate dues. It is his case that he should have been given the pay-scale of Rs. 3700-5700 and his pay and allowances should have been fixed accordingly. However, his pay was fixed at Rs. 4500. According to him, he should have received pay at Rs. 5700/- with effect from 7th July, 1992 and Rs. 17,460/- with effect from 1.1.1996 as against Rs. 15,200 fixed by the CEPT Pay Fixation Committee. It is his grievance that he was to be placed in the salary scale of non-teaching staff. He placed reliance on the Ex-servicemen Reemployment in Central Services and Posts Rules, 1979, more particularly Rule 2(c), which defines "Ex-servicemen".
