JUDGEMENT

(1.) On a combined readings of rules 6, 7 and 10 of the aforesaid rules it is clear that a prisoner cannot be granted furlough unless : (1) he has a relative willing to recieve him while on furlough and ready to enter into a surety bond in Form A appended to the rules for such amount as may be fixed by the Sanctioning Authority and (2) he gives a personal bond of the required amount in Form B or gives cash security in Form G appended to the rules. There is no provision in the rules which enables the Sanctioning Authority to waive any of the above conditions.
