(1.) Heard learned Senior Advocate Mr. R.S. Sanjanwala with learned advocate Mr. Dhaval Shah appearing for the petitioners in both the petitions and learned Senior Advocate Mr. D.C. Dave with learned advocate Mr. Abhishek Mehta appearing for the contesting respondents as well as learned Assistant Government Pleader Ms. Surbhi Bhati and learned advocate Mr. Manav Mehta.

(2.) By way of Special Civil Application No.18137 of 2016, the petitioner has prayed for the following reliefs :-
