JUDGEMENT

(1.) Report of the Registrar shows in case of change in the address of party, the party should bring it to the notice of the Computer Section. Such grievance is redressable by Registrar without asking parties to approach Computer Section. To redress grievance of the bar, Registrar to evolve a process of assigning specific hours in every week so that no grievance shall reach to Bench. President of the Bar and Registrar can sort out the issue. Ld. Counsel says that the postman was kind enough to redirect the notice to the new address as a result of which he appeared. It is admitted fact that name and address of the Advocate was not introduced to computer at the time of filing appeal. Later the database is updated. We are also surprised why computer Sec. is not functioning properly to aid and assist the Bench for disposal of the matter when Government has been spent huge money for computerization and cause list is manually prepared.

(2.) In view of various lapses of Registry noticed for last one month, it is high time that Registry should be transparent and responsive. Registrar is directed to form a committee of nominated officer of Registry, nominated officers of CDR office as well as nominee of Bar to look into the functioning of the Computer Sec. for transparency and updation of database, with approval of Hon'ble President. Complaint also comes that uploading of orders and cause lists is belated. Above approach will help the Bar as well as DRs in the long run; to resolve further grievance against the Registry.

(3.) Copy of this order be served on CDR and President of Bar Association. Call the matter on 21 -1 -2014.
