JUDGEMENT

(1.) In all these four writ petitions, the petitioners are Post Graduate in Chemistry. While one of them has obtained his Post Graduate Degree from the Indian Institute of Technology, Guwahati, two others have obtained their Post Graduate Degree from Gurukul Kangri University and one from Govind Ballabh Pant University. They are all aggrieved by the action of the Uttarakhand State Public Service Commission in rejecting their candidature for participation in the interview scheduled to be held on 26th and 27th Dec., 2018.

Several contentions are raised in challenge to the advertisement, including that the Uttarakhand State Public Service Commission had itself classified the post of Assistant Professors into three categories, and had prescribed a Post Graduate Degree in different specialization such as Organic, Inorganic and Physical Chemistry, though the requisition from the State of Uttarakhand was only for recruitment of Assistant Professors in Chemistry, and not subject wise

While the candidate, who obtained his Post Graduate degree in Chemistry from IIT, Guwahati was issued a certificate by the Head of the Department of the IIT that IIT only offers a Post Graduate degree course in Chemistry, and not for each specialization, the complaint of the other three candidates is that one Ms. Sonia Rani with Roll No.431525 and holding a Post Graduate degree in Chemistry without any specialization (from Garhwal University) has been permitted to appear for the interview. The petitioner, who obtained his Post Graduate degree in Chemistry from G.B. Pant University, has specifically asserted that Ms. Manjul Gondwal and Mr. Lalit Singh Bisht, both of whom obtained their Post Graduate degrees in Chemistry from the very same G.B. Pant University, have been permitted to participate in the interview scheduled to be held on 26th and 27th Dec., 2018.
