(1.) The petitioner before this Court is a physically challenged woman. Her right hand below elbow was amputated, and therefore, she has a physical disability of 60%, which has been certified by the Chief Medical Officer, Dehradun and there are other certificates to this effect, which certify that she is physically challenged. She completed her Intermediate in Science in the year 2006, and thereafter, as a private candidate she did her Graduation in Commerce. Therefore, admittedly the petitioner is Intermediate in Science and Bachelor in Commerce. Meanwhile, in the year 2008, the Ordinance Factory, Raipur, Dehradun issued an advertisement for three years apprenticeship training in various trades. The petitioner also applied against the said training under the physically challenged quota. She was subsequently selected and completed her training between 18.12.2008 to 17.12.2011 for a period of three years as an apprenticeship in Optical Worker trade.
(2.) She has by now been trained as an Optical Worker, as there is a certificate given to her by the Ordinance Factory, Raipur, Dehradun. In the said factory, certain posts become vacant for various categories. Hence the Joint General Manager/Administrator of the Ordinance Factory, Raipur, Dehradun sent a letter dated 18.05.2013 along with form to the petitioner asking her to apply for the post of Optical Worker. Since the petitioner has done the training in Optical Worker, therefore, she sought information from the department that her name is not in the list of selected candidate although she applied under the Physically Handicapped category.
