(1.) MISCELLANEOUS applications (CLMA Nos. 2051 and 2075 of 2015) are allowed. Rejoinder affidavits are taken on record.
(2.) WITH the consent of both the parties, this matter is being heard and decided finally.
(3.) THE petitioner, interalia applied for the post of Sanitary Inspector, which is a centralized post in the local bodies in Uttarakhand. According to the petitioner, for the centralized posts, under Rule 12 of U.P. Palika Centralized Service Rules, 1966, the qualification are that a candidate must possess qualifications as the "State Government may specify". The State Government in its letter dated 04.10.2012 has prescribed that a candidate must have a B.Sc. degree and one year diploma in "Hygiene and Sanitation" from the Government institute or any qualification equivalent thereto, recognised by the Government.
