(1.) AN advertisement published on 17.6.2010 inviting applications for the post of Gram Dak Sewak. As many as -16 - candidates applied and a merit list was thus, prepared. Mr. Trilochan Pandey was declared a successful candidate for the single post and accordingly, was offered appointment. He joined his duties on 13.08.2010 but unfortunately, died on 6.5.2011. The selection process itself was agitated by the petitioner by way of moving a representation on 12.8.2010 i.e. even before a day the appointment was so offered to Mr. Trilochan Pandey, which is still lying undecided.
(2.) IT was argued that Mr. Trilochan Pandey got favour of the appointing authority because his father was working in the same post -office as subordinate to the said authority. This issue is now no relevant on account of losing life by the selected candidate. Thus, the grounds alleged by the petitioner Godhan Singh that Mr. Trilochan Pandey got appointment on the basis of a forged mark -sheet of Hindi Sahitya Sammelan, Allahabad, is not an issue any more.

THE contest further comes to the next candidates Mr. Manoj Pandey and Mr. Devendra Kumar Mehra, whose marks were 61.8% and 60.33% respectively, which are higher than the marks 60.16% secured by the petitioner. It seems that the candidature of Mr. Manoj Pandey and Mr. Devendra Kumar Mehra was rejected on whimsical grounds like having failed to enclose a character certificate along with the application or furnishing the income certificate of father rather than of the candidate himself.
