JUDGEMENT

(1.) The petitioner is an Assistant Teacher (L.T.Grade) in a grant -in -aid school, namely, Pant Nagar Inter College, which is being run by the Committee of Management. He claims promotion to the post of Lecturer, which is being denied. Hence, the present writ petition.

(2.) During the course of argument on 25.09.2014 it transpired that the Committee of Management is not being run as per the Scheme of Administration, which is mandatory as there are no periodic elections to the Committee of Management and all the members of the Management Committee are nominated by the Management Committee of G.B. Pant Agriculture and Technology University. This Court, therefore, directed the Director of Education to take decision in this matter. Vide order dated 25.09.2014, this Court passed following order:-

(3.) This Court has been informed that the Director of Education has not taken any decision in the matter till date. This action/inaction of Director of Education verges on a contempt of this Court.
