(1.) In 2006, an initiative was taken to recruit 140 Veterinary Officers. Accordingly, an advertisement to that effect was published. Pursuant to the advertisement, many people, including the petitioner, responded. Those, who were otherwise eligible, went through the selection process as was prescribed. Petitioner also went through the selection process. After the selection was over, only 72 people were recommended as against the advertised vacancies of 140. Petitioner did not find his place within those 72, who were recommended. He, accordingly, filed the writ petition stating that, having regard to the fact that no benchmark has been prescribed, there was no just reason to select only 72 people and not to supply the full vacancies. In the counter affidavit, it has been stated that the selection committee had fixed minimum benchmark of 45 per cent for General candidates for being considered for recommendation and the petitioner, having obtained 43 per cent, could not be recommended.

Having regard to the fact that such a benchmark was fixed and the petitioner could not reach the benchmark, the selection committee could not make recommendation of the petitioner for being appointed. In the circumstances, there is hardly anything to be done in the writ petition. The same is disposed of.
