JUDGEMENT

(1.) The prayers in the above Writ Petition(Civil) are as follows:

(2.) Heard Sri. P.A. Mohammed Shah, the learned counsel appearing for the petitioners, Smt. I. Sheela Devi, the learned Standing Counsel for the National Highway Authority of India appearing for R-3 and R-4 and Sri.Saigi Jacob Palatty, the learned Senior Government Pleader appearing for R-2 and R-5 and Sri. P. Vijayakumar, the learned Assistant Solicitor General appearing for R-1(Union Government).

Mohammed Shah, the learned counsel for the petitioners would submit that he has specific instructions that the limited matter in issue raised in this petition is covered by various judgments as in the judgment dated 15.10.2018 in W.P.(C) No.29657 of 2018, Ext.P-7 judgment dated 10.01.2019 of this Court in W.P.(C) No.42534 of 2018 etc. The judgment dated 15.10.2018 in W.P.(C) No.29657 of 2018 and connected cases reads as follows: "These writ petitions are filed seeking the following prayers:-
