(2.) Basic material facts for the disposal of the writ petition are as follows:
(3.) According to the petitioners, they are aggrieved by the recruitment process followed by the 2nd respondent for appointment of lecturers in Electronics and Communication Engineering at the 3rd respondent college. By prescribing a cut off mark of 50% in the written test, the petitioners are eliminated from the zone of consideration of candidates being called for the interview. By fixing such a cut off mark as evident from Ext.P6, out of the 42 candidates appeared for the written test, only two are selected for the interview against the five vacancies available. The two candidates selected for the interview belong to general category. Petitioners belong to communities eligible for reservation. Thus, the procedure followed by the 2nd respondent for selection of lecturers is offending the constitutional guarantee under Articles 14,15 and 16 and the conditions for affiliation stipulated by the 4th respondent University and the principle of reservation laid down under Rules 14 to 17 of Part II General rules of the Kerala State and Subordinate Service Rules, 1958. These are the basic background facts projected by the petitioners to secure the reliefs specified above.
