JUDGEMENT

(1.) The prayer in this writ petition is as follows:

(2.) Heard the learned counsel for the petitioners and the learned Government Pleader.

(3.) The petitioners, who are the educational agencies and principal respectively of a Polytechnic College, challenge Exts.P4 and P5 orders to the extent they reject the request for direct recruitment in the vacancy of Demonstrator (Mechanical) in the College. It is submitted that appointments to the posts in Private Polytechnic Colleges are governed by the Kerala Technical Education (Private Engineering Colleges/Polytechnics) Service Rules. The Rules provide that the appointment in the various categories of posts in institutions including Private Polytechnic Colleges. Rule 16 of the said Rules reads as follows:
