(1.) This writ petition is filed by the petitioner seeking to quash Exts.P7 and P8 orders passed by the 1st respondent as well as the 3rd respondent, whereby fee consession sought for by the petitioner was declined and consequential action is initiated on the basis of the same.
(2.) Material facts for the disposal of the writ petition are as follows; petitioner was a MBBS student, who has secured admission on the basis of the option provided. According to the petitioner, petitioner is entitled to get fee concession since she belongs to Scheduled Caste Community. Since the fee consession was not provided to the petitioner, petitioner has approached this court earlier by filing W.P.(C) No.8452/2013 and has secured a judgment dated 21.8.2017, whereby the Government was directed to consider the relief sought for by the petitioner. Since the petitioner had a case that, petitioner was entitled to get admission in the quota provided to the Scheduled Caste Community, the fee consession sought for by the petitioner was directed to be considered by the Government and in accordance with the order passed by the Government in respect of the fee, there was a further direction to execute a bond in favour of the State Government. Apparently the relief sought for by the petitioner was declined and from the pleadings it is evident that, consequent to the directions contained in Ext.P5 judgment, petitioner has executed a bond in favour of the State Government. Now as per Ext.P7 order, the relief sought for by the petitioner to secure fee concession was declined. According to the petitioner, consequent to passage of Ext.P7 order, the certificates of the petitioner in original are not released to the petitioner by the College Authorities on the ground that, an amount of Rs. 14,64,000/- is due from the petitioner. It is thus seeking appropriate reliefs this writ petition is filed.
