(1.) Petitioner, who was sponsored by the Employment Exchange for appointment to the post of Part Time Librarian under the first respondent, has filed this writ petition challenging the selection and appointment of the 4th respondent.
(2.) Petitioner is a graduate in Malayalam with B.Ed. He registered his name with the Employment Exchange in the year 1982. He has produced Exts.P3 and P4 certificates, which show that he has been working in Deshasnehi Library Eruva, which is associated with Kerala State Library Council. Therefore, he claims that he is more qualified and experienced than the 4th respondent and he was the right person to be selected and appointed. He claims that his experience in the Library as Part Time Librarian for the last several years was not given any weightage.
(3.) Petitioner submits that it was for the first time that he was sponsored for a job ever since his registration with Employment Exchange in 1982. He submits that all the documents Exts.P2 to P4 were produced at the time of Interview; but the respondents did not consider it. The 4th respondent has studied only upto 7th Standard and he does not have any superior qualification or any experience in any library. It is alleged that the 4th respondent got appointment only because of his close acquaintance with the second respondent and that the second respondent acted with personal mala fides because of which, alone the 4th respondent happened to be appointed.
