Heard Sri.Blaze K.Jose, learned counsel appearing for the petitioners, Sri.Jaju Babu, Senior counsel instructed by Smt.M.U.Vijayalakshmi learned Standing Counsel for the 2nd respondent-Kerala State Council for Child Welfare and Sri.V.Manu, learned Senior Government Pleader appearing for R1-State of Kerala.

(3.) The proceedings under challenge are essentially Ext.P-7 notice dated 03.09.2018 and Ext.P-8 notice dated 03.09.2018 issued by the 2nd respondent to the 1st and 2nd petitioners respectively.
