Sri.Biju Abraham, learned counsel for the petitioner, submits that this Court need go into the merits of the controversy and may issue appropriate directions as already been done by this Court in the judgment dated 20.7.2018 in W.P.(C).No.24307/2018 and by the Division Bench of this Court in W.A.No.612/2017.
