The first among the above writ petitions, which are both filed by the same petitioner, namely W.P.(C) No. 27112 of 2017, project a grievance that the autorikshaws owned by respondents 4 to 10 are parked illegally in front of the petitioner's business concern by name "Sree Krishna Stores", which he says is engaged in the business of sale of vegetables, grocery, stationery etc. The prayer made by the petitioner in this writ petition is that respondents 2, 5 and 6, namely the Divisional Executive Engineer of Public Works Department's Roads Divisions; Sub Inspector of Police, Viyyur Police Station and Trichur Corporation respectively be directed to take steps to relocate the autorikshaws of respondents 7 to 10 to an authorised parking area and not permit them to illegally park their vehicles in front of his shop.
(2.) The petitioner says that when W.P.(C) No. 27112 of 2017 was thus pending before this Court, respondents 7, 9 and 10 and another by name Sri. Sasi threatened him and demanded that he withdraw this writ petition or face consequences, and that he was, therefore, forced to file the second among the above Writ Petitions, namely, W.P. (C) No. 20834 of 2018, arraying them as respondent numbers 4, 6 and 7 along with the above mentioned Sri. Sasi as respondent No. 5 praying that the respondents 2 and 3 therein, who are the concerned police officials, in charge of the area where his business is located, to afford adequate police protection to the lives of the members of his family and himself.
(3.) We have heard Smt. K. P. Santhi, the learned counsel appearing for the petitioners in both the cases; Sri. K. R. Aurn Krishnan, the learned counsel appearing for the party respondents; Sri. Santhosh P. Poduval, the learned standing counsel appearing for the Trichur Corporation and the learned Government Pleader appearing for the official respondents.
