(1.) The petitioner is rank No.1 in the select list published by the Public Service Commission for appointment to the post of Laboratory Technician Grade II in Ernakulam District under the Kerala State Insurance Medical Service Department. The rank list came into force on 15.3.2006. It is contended that not even a single vacancy has been reported to the Public Service Commission for appointment to the post of Laboratory Technician Grade II. The petitioner asserts that there are open vacancies, but only due to indifference and lethargy on the part of the concerned respondents, vacancies have not been reported.
(2.) Heard the learned counsel for the petitioner, the learned Government Pleader for the respondents 1 and 2 and Adv. Sasidharan for respondents 3 and 4.

There shall be an order directing respondents 1 and 2 to report the existing vacancies of Laboratory Technician Grade II in the Kerala State Insurance Medical Service in Ernakulam District to the Public Service Commission for advice and appointment from the rank list which came into force with effect from 15.3.2006, provided the exiting vacancies are ear marked for direct recruitment through Public Service Commission. This shall be done within three weeks on receipt of a copy of the judgment. The writ petition is disposed of with the above directions.
