JUDGEMENT

(1.) THE impugned order passed by the learned Single Judge is contrary to the observations made by the Honourable Supreme Court. THErefore, we cannot sustain that order. THErefore that order requires to be set aside and it is set aside. Liberty is reserved to the petitioner to make an appropriate application before the centrally empowered committee and that committee will consider the petitioner's application in accordance with law. Ordered accordingly.
