JUDGEMENT

(1.) THE petitioners are working as Casual Sweepers in the various Veterinary Clinics and Hospitals under the third respondent. THE services of the petitioners have not been regularised. THEy are also not getting emoluments as determined by the Government on revision of the rates of pay. Hence, the representations, as evidenced by Exts.P3, P5, P7 and P9, for the grant of the above benefits were filed by the petitioners.

(2.) EXT.P1 Government Order passed on 25.11.2005 has laid down the conditions for engaging casual sweepers by creating or sanctioning posts of part time sweepers, regularising those who are in service and for payment of due remuneration to them. Therefore, it is the duty of the third respondent to process the applications filed by the petitioners, namely EXTs.P3, P5, P7 and P9 and after collecting necessary materials including the report showing the measurement of the area allotted for sweeping, forward those materials along with the applications to the Government through the second respondent, if necessary, with his remarks. Hence, there shall be an order directing the third respondent to do the needful, as stated above, as expeditiously as possible, at any rate, within three weeks from the date of receipt of a copy of the judgment along with a copy of the writ petition. The second respondent shall immediately forward EXTs.P3, P5, P7 and P9 along with connected papers, to the first respondent Government. On receipt of those materials, the first respondent shall take appropriate decision within two months from the date of receipt of the same. The petitioner shall produce a copy of this judgment along with a copy of the writ petition before the first respondent also for information and compliance. The writ petition is disposed of as above.
