(1.) This writ petition has been filed inter alia seeking the following reliefs :
(2.) The short facts involved in the writ petition would disclose that the petitioner had approached this Court earlier by filing W.P. (C).No.32495/2016 seeking for a direction to the University to grant affiliation to the courses viz., B.Com. Finance and B.Sc. Maths. By judgment dated 20.10.2016 this Court directed the University to consider the grant of affiliation within a period of two weeks. According to the petitioner, a Sub-Committee conducted an inspection on 04.11.2016 and satisfied in regard to the eligibility of the college. The time limit specified by this Court was over on 15.11.2016. The Principal therefore gave a letter dated 22.11.2016 to the University for grant of affiliation. In the meantime, the University had fixed the schedule of examinations, which was to be held with effect from 07.12.2016. Since these courses did not have provisional affiliation, the students are not in a position to write the examination.

By Ext.P7 letter dated 12.11.2015 the petitioner was informed that the application for starting additional courses had been recommended and forwarded to the Director, the Directorate of Collegiate Education, Thiruvananthapuram. However it was mentioned that the letter should not be construed as a permission to start course/permanent increase of intake on any account. The petitioner was requested to obtain NOC from the Government of Kerala. The petitioner submits that by Ext.P6 dated 24.05.2016, the Government had granted no objection certificate for starting the aforesaid two courses and necessary agreement was also executed with the Government. It is stated that despite the fact that the Government had granted NOC, the University did not take any action in the matter. Hence the petitioner has approached this Court.
