(1.) The petitioner has got continuous regular service as Watchman-cum-Peon in the College of Applied Sciences, Kattappana from 16.4.2001 onwards. 10% of the vacancies in the post of Junior Office Assistants has to be filled up from feeder categories identified as the last grade posts. The petitioner, admittedly, is a member of the last grade service. He is entitled to be considered against the above 10% vacancies. His claim for consideration was not taken up earlier on the ground that he did not complete the minimum service required for such consideration as a last grade servant.
(2.) The respondent has declared the satisfactory completion of the probation of the petitioner in the post of Watchman-cum-Peon. It is pertinent to note that the respondents have taken prompt steps to see that the vacancies earmarked for open market candidates are filled up by inviting applications and completing the selection process. But the legitimate claims of the inservice persons for promotion to the category of Junior Office Assistant against the 10% quota reserved for them is delayed.
(3.) The petitioner is a graduate in Commerce. He possesses the requisite qualifications. He feels aggrieved by the delay on the part of the respondents in not considering his case and not filling up the vacancies reserved for inservice candidates.
