JUDGEMENT

(1.) The petitioner is a Post Graduate in Master of Tourism Administration. The petitioner holds a Certificate in Airline Management and a Post Graduate Diploma in Tourism and Travels Studies. The petitioner was appointed as Special Officer for conducting a study for restructuring of District Tourism Promotion Councils (DTPC) in the State. During this period, the petitioner was reporting to the 2nd respondent-Kerala Institute of Tourism and Travel Studies (KITTS).

(2.) The petitioner was appointed as a Lecturer in KITTS, Ernakulam Chapter with effect from 1/8/2002. The 2nd respondent-KITTS established Kerala Institute of Hospitality Management Studies (KIHMS) at Malayattoor. The KITTS appointed the petitioner as Lecturer in KIHMS as per Ext.P2 appointment order dtd. 30/6/2006.

(3.) The petitioner states that he was appointed as Project Assistant in KITTS in March, 2002 and worked till July, 2002. He worked as Guest Lecturer in KIHMS from 1/2/2002 till 15/5/2005 and from 17/10/2005 till 26/1/2006. The petitioner states that proposal regarding regularisation of the petitioner was taken up by the 32nd Executive Committee meeting of the KITTS held on 11/6/2009. In the meanwhile, KIHMS was renamed as KITTS Study Centre on 10/6/2009.
