THE petitioners in these writ petitions are all persons included in the ranked list published by the Kerala Public Service Commission ('PSC' for short) for appointment to the post of Electricity Workers/Mazdoors in the Kerala State Electricity Board ('KSEB' for short). THE validity of the said list is to expire on 30.4.2012.
(2.) THE complaint of the petitioners is that though there are vacancies available in Ernakulam district for being reported to the PSC, such vacancies are not being reported. THE petitioners rely on Ext.P10 in WP(C). No.35286/2011, information obtained by them under the Right to Information Act to contend that vacancies are actually in existence. As per Ext.P10 dated 7.4.2011, there are 156 vacancies available in Ernakulam district. Ext.P8 which is another reply received by the petitioners under the Right to Information Act on 29.3.2011 shows that there are 181 vacancies available. It is mentioned in Ext.P8 that 87 vacancies have already been reported. Similar documents have been produced in WP(C).No.35285/2011 also. On the basis of the above documents, it is contended that despite there being sufficient vacancies in existence, they are not being reported by the authorities. THErefore, the petitioners seek the issue of appropriate directions for reporting all the available vacancies.

IN view of the fact that it is not possible for me to ascertain the exact number of vacancies available in Ernakulam district for being reported, it is absolutely necessary that the second respondent, the Chief Engineer (HRM) looks into the above matter in the light of the documents Exts.P8 and P9(a) produced and relied upon by the petitioners and ascertains correctly the number of vacancies that are actually available for being reported to the PSC. The above exercise shall be undertaken as expeditiously as possible and at any rate before 25.4.2012. All vacancies available upon such an identification shall be reported to the PSC before 30.4.2012. These Writ Petitions are disposed of with the above directions.
