JUDGEMENT

(1.) THE petitioner is an employee of the Kerala State Financial Enterprises. He aspires for promotion to the post of Junior Assistant, for which he has to pass a test to be conducted by the Public Service Commission. The application for this purpose has to be forwarded by the petitioner through the 3rd respondent. Pursuant to Ext.P2 notification dated 14.5.2010, the petitioner submitted Ext.P3 application dated 28.5.2010 before the 3rd respondent. But the petitioner was not included in the selection process although he was fully qualified to be so included. It is under the above circumstances the petitioner has filed this writ petition seeking the following relief:
