JUDGEMENT

(1.) Read order dated 9.11.2011. TDB Report No. 33 of 2012 in DBA No. 43 of 2011 is now filed by the learned Ombudsman after considering the proposal regarding the auction of non-profitable Sadyalayams. The draft agreement produced by the Estate Officer before the learned Ombudsman is Annexure-A to TDB Report No. 33 of 2012. Perusing the report of the learned Ombudsman, we are in complete agreement with what is stated therein. In the result, we approve the report of the learned Ombudsman and direct that the entire scheme shall be implemented within a period of three months from now, without fail. The Estate Officer is also directed to refix the rent of all the other Kalyanamandapams, Oottupuras and Sadyalayams and ensure that appropriate agreements/deeds are entered into with persons who would be entrusted with the right to conduct activities in those Kalyanamandapams, Oottupuras and Sadyalayams. This shall also be finalised within a period of three months from now and the rate of rent shall be at par with the local prevailing rent. We further direct that the Board will act in strict conformity with the views of the learned Ombudsman including that purchase of vessels is not necessary. Action taken report in terms of the directions contained in this order shall be placed before the learned Ombudsman within four months, without fail.
