JUDGEMENT

(1.) The prayer in the writ petition is as follows:

(2.) We heard the learned counsel for the petitioners, learned counsel for the 4th respondent and also the learned Government Pleader.

(3.) Learned counsel for the 4th respondent submits that some damage has been suffered and the 4th respondent has not obstructed and he intends to file a civil suit wherein he may apply for commission also.
