JUDGEMENT

(1.) IT is admitted by the learned counsel for the petitioner that the issue involved in this writ petition is covered against the petitioner by a Full Bench decision of this Court in State of Kerala v. Ponnamma, 2005 (4) KLT 987. Accordingly, following that decision, this writ petition is dismissed.
