JUDGEMENT

(1.) THE Travancore Devaswom Board is in need to provide benches and desks for the students of the Devaswom Board College, Thalayolaprambu. We have seen the estimate. In our view, it is not realistic at all. Learned counsel for the Board on further instructions submits that the estimate is prepared at far below PWD rates. Our apprehensions in that regard therefore are well founded. THE need to have benches and desks cannot be ignored. At the same time, institutions like TDB should consider whether there is any alternative to utilizing wood for the purpose. Even if that is not possible, competitive tenders will have to be invited with some default and penalty clause to ensure supply of quality material in the form of finished goods. THE competitive tenders so invited will be placed before the learned Ombudsman and approval obtained appropriately. DBA is ordered accordingly.
