(1.) These are two appeals, by two of the respondents in C.W.P. No. 1080 of 1971, from the judgment, in the said writ petition of Anand, J. dated March 8, 1977. The learned Judge with great reluctance, felt constrained to quash an appointment made by the University of Delhi of a Header in Hindustani Music (Instrumental) in the following circumstances.
(2.) On 6th Feb., 1971, the University of Delhi invited applications, inter alia, for the post of a Reader in the above subject The general qualifications for the post as set out in the advertisement were:
(3.) Interviews were held on 11th Aug., 1971 by a Selection Committee. Eight persons had been called for interview, six of whom were applicants and two invited by the University suo motu. The six applicants who appeared at the interview were :
