JUDGEMENT

(1.) PETITIONER-ANIL Saini by this writ petition assails judgment of the central Administrative Tribunal dated 3rd December, 1998 dismissing the O. A. filed by him. Petitioner in the said O. A. was seeking a direction to the respondents to issue him an appointment letter for the post of Laboratory assistant based on his selection in the interview held on 12. 1. 1994. The tribunal had dismissed the O. A. accepting the contention of the respondents that petitioner did not possess the requisite essential qualification for the post of laboratory Assistant.

(2.) BEFORE dealing with the contentions raised, the facts culminating in the filing of this writ petition may be briefly noted:-

(3.) THE primary question, therefore, to be considered is whether the diploma in M. L. T. obtained from the Institute of Public Health and Hygiene, New delhi was duly recognized by the respondents or not. The respondent's stand is that the said diploma course is not from a recognized Institute.
