(1.) 1. This appeal challenges the order of the learned Single Judge dated 17th July, 2001 passed in CWP No. 2091/2000. The said writ petition arose from an order passed by a learned Single Judge of this Court dated 31st July, 1998 in CWP No. 3700/1997, the operative portion of which reads as follows:-
