(1.) Petitioner Mangal Dass was confirmed as a Sub Inspector of Police in the Delhi Police Force in March, 1965. The promotions of the officials of the police force are dealt with in Chapter XIII of the Punjab Police Rules 1934, Vol. II, as applied to Delhi. According to Rule 13.1 (1) promotions from one rank to another and from one grade to another in the same rank shall be made by selection tempered by seniority. Efficiency and honesty shall be the main factors governing selection.
