(2.) IT is often said that the Government breeds litigation and is one of the biggest litigants before the Court/Tribunals. Many a times the litigation so initiated at the instance of the Government is not based upon cogent reasons and is not even justified.

(3.) IT was apparent that those in the pay scale `2000-3200 would have desired that their pay scale be merged with the scale `2000-3500 and those in the pay scale `2000-3500 would have opposed it as this would have meant that while making applicable the recommendations of the 5th CPC their scale would be treated at `2500-4000 and when they would have got the scale `7500-12000.
