(1.) Heard Mr. Shubham Dev Mallick, learned counsel for the petitioners. Also heard Mr. Shaleen Singh Baghel, learned Deputy Government Advocate, appearing for the respondents No.1 and 3/State and Mr. Anuroop Panda, learned counsel appearing for respondent No.2.

(2.) The present writ petition has been filed by the petitioners with the following prayer:
