Hussainar Hajee has filed this petition in this Court against the Respondents, (1) The Commissioner, City Municipality, Madikeri, (2) The Commissioner, Urban Development Authority and (3) The Executive Engineer, CHESCOM, Madikeri, with the following prayers:
