(1.) The petitioner, who is a gold medalist in the three years' L.L.B. Course and who is presently working as the Assistant Public Prosecutor, III A.C.M.M., took part in the recently concluded District Judges Appointment Test. She has secured 72.5 marks in Civil Law and 84 marks in Criminal Law. The marks obtained in the two papers aggregate to 52.2%.
(2.) Sri M.C.Ravi Kumar, learned counsel appearing for the petitioner submits that the petitioner has a distinguished academic record and that her service record is absolutely flawless. Out of about 2,300 candidates, who appeared for the written examination for selection to the posts of District Judges by direct recruitment, only 16 have got through it and finally only 8 are selected.
(3.) He submits that even when the academic standards have crashed, the petitioner has secured reasonably good marks in both the papers. He requests that an interview be held for her. He submits that the fixing of the benchmark of 50 percentage itself is on the higher side. He submits that what is to be assessed while selecting the candidates for the posts of District Judge is not merely acquisition of knowledge but also their capacity to learn and handle any subject which may be assigned to them.
