(1.) The subject matter of this Writ Petition is substantially similar to the one in KARNATAKA HOUSING BOARD VS. STATE OF KARNATAKA & OTHERS, 2022 SCC OnLine SC 933 wherein, paragraphs 51 & 52 read as under:
