JUDGEMENT

(1.) The petitioner is General Secretary of Alumni Association of BMS Evening College of Engineering.

(2.) When a query was put to learned counsel for the petitioner about the public spirited antecedents of the petitioner, learned counsel for the petitioner was unable to point out any public spirited antecedent of the petitioner.

(3.) We, therefore, are not inclined to examine the issue at the instance of the petitioner. However, the question of law involved in this petition is left open to be agitated in an appropriate proceeding.
