JUDGEMENT

(1.) We have heard the learned counsel appearing for the petitioners and the learned Additional Government Advocate appearing for the respondents.

(2.) There is no dispute that considering the facts of the case, this petition will be governed by the judgment and order dated 16th August 2019 passed by this Court in W.P.No.10601/2019 and connected matters. Paragraphs 47 to 49 of the said judgment are relevant and the same read thus:
