JUDGEMENT

(1.) Leave granted.

(2.) The notice that was issued on the special leave petition stated that the matter might be disposed of at this stage by an order of remand of the writ petition to the high court to be considered on merits.

(3.) The High court had dismissed the writ petition by the order under challenge, by a short order at the admission stage, taking the view that the employees of the Punjab state Co-operative Banks Training Institute could not be considered to be a part and parcel of the Punjab State Co-operative Bank ltd.
